ArmInfo. The armed forces of Azerbaijan now may visually control the alternative road Kapan-Chakaten and other 5 villages of the Syunik region - Shikahogh, Srashen, Nerkin Hand, Tsav, Shishkert. This is stated in the statement of the Ombudsman of Armenia Arman Tatoyan.
The Human Rights Defender of Armenia noted that consequently, apart from the difficult passage and the consequent humanitarian problems, the violation of the rights of the inhabitants, the issue of guaranteeing the right to life and security of the people will remain unresolved. In other words, as Tatoyan noted, the alternatively used road does not objectively solve the issue of eliminating massive violations of rights caused by the illegal actions of the Azerbaijani authorities and the armed forces.
The facts convincingly prove, that the state policy of encouraging anti-Armenian sentiments by the Azerbaijani authorities in recent years has significantly intensified and took extreme forms of outright fascism, which is evidenced by the numerous facts of atrocities and gross violations of human rights that took place during the 44-day war, Tatoyan writes. Therefore, the repetition of such cases is not excluded.
According to Tatoyan, therefore, the alternative roads to this settlement, which are in poor condition and often inaccessible in winter, do not guarantee the most important thing - the right to life, security and the right to free movement, other vital rights. In the early 1990s, the inhabitants of these villages were already in such a situation, facing the same problems when operating this road.
At the same time, Tatoyan emphasized that the public, regional authorities, border guards of the National Security Service of the Republic of Armenia or simply residents of nearby settlements are making efforts to alleviate the fate of the residents of the above-mentioned settlements.
Therefore, the Human Rights Defender believes, that there is only one solution for this issue- the establisment of a demilitarized security zone in this territory.
