ArmInfo.Arshak Hakobyan, the former head of security for Former Armenian Police Chief Vladimir Gasparyan, is suspected of concealing large amounts of data on property subject to declaration and income, as well as money laundering.
Thus, according to the report of the Armenia's Corruption Prevention Commission (CPC), during the preliminary investigation of the criminal case by the body, on the facts of concealing on an especially large scale data on the declaration of property and income and money laundering, a set of sufficient evidence was obtained to substantiate the fact that as of July 1, 2017, Arshak Hakobyan, holding the position of the head of the relevant division of the RA Police and being a declarant official, deliberately concealed the data to be declared in the declarations submitted to the ethics commission of high-ranking officials, which led to the non-declaration of property on an especially large scale and also legalized property obtained by criminal means on an especially large scale - 22.007.259 drams.
According to the indictment, Arshak Hakobyan took office in 2017 and in the annual declarations of the same year, as well as in the declaration submitted in 2018 in connection with the termination of his tenure, he deliberately hid the house he owned, with a cadastral value of more than 7 million drams.
In addition, the aforementioned police official deliberately concealed in the 2017 annual declaration the donated 2017 Mercedes-Benz GLS 500 4matik vehicles worth $ 43,069,500 or $ 90,000 and the 2008 Samand Soren 1.8 vehicles.
In particular, during the preliminary investigation, evidence was obtained that Arshak Hakobyan bought a Mercedes-Benz GLS 500 4matik car for cash, and then, in order to conceal the true nature and criminal origin of the amount paid, this purchase and sale transaction was executed as a donation and thus actually concealed and distorted the origin of the amount obtained by criminal means on an especially large scale (22,007,259 AMD).
Arshak Hakobyan was detained yesterday by an investigator of the RA Corruption Prevention Commission. On the same day, he was charged under Part 2 of Article 314.3 - two episodes - of deliberately concealing property in especially large amounts subject to declaration, and paragraphs 1 and 3 of Part 3 of Article 190 - legalization of property in especially large amounts received in a criminal way. The investigator of the RA Corruption Prevention Commission submitted a petition to the court of general jurisdiction of the city of Yerevan on to choose arrest as a preventive measure against Hakobyan.
