ArmInfo.The statements of the Armenian officials, who, ignoring the constitutional rights of the people, justify the Azerbaijani checkpoints on the Goris-Kapan  and Kapan-Chakaten roads and justify their placement by the fact that  they are located "in the territories that are the Republic of  Azerbaijan", have become extremely dangerous. Ombudsman of Armenia  Arman Tatoyan stated.

At the same time, he drew attention to the fact that alternative  roads and some unspecified maps of the USSR are constantly mentioned.

"Do you understand that your statements legitimize the illegal  deployment of Azerbaijani armed [and law enforcement] officers, from  where they commit illegal actions and crimes against the population  of Armenia?

How much can you talk about alternative roads? These so-called  alternative roads do not eliminate threats to the security of the  population of the Republic of Armenia and violations of  constitutional rights, there can be no full-fledged solutions.

Do you understand that in fact, under the guise of unblocking the  roads, the Azerbaijani authorities are pursuing a purposeful policy  of isolating the settlements of the Republic of Armenia and creating  humanitarian problems?

How do you imagine the protection of the rights of RA citizens from  these actions of Azerbaijan, who to apply, by what procedure?

Did you know that after the war, the Azerbaijani authorities only  exacerbated the hatred of the Armenians and the propaganda of enmity?

Do you understand that near our villages, on the  Goris-Kapan-Kapan-Chakaten road, there are Azerbaijani services that  brutally tortured, killed our military personnel and civilians and  were not punished for this?>, the Ombudsman asked.

Drew attention to the fact that there was no delimitation or  demarcation of the border between the two countries, Tatoyan asked  the Armenian officials on what basis they consider some territories  to be Azerbaijani or non-Azerbaijani.

"In accordance with which legal act do you have the right to make  statements that violate the constitutional, internationally  recognized rights of citizens of the Republic of Armenia?

This statement is made public, taking into account that the mentioned  dangerous accents are becoming widespread in the statements of  various RA officials, including high-ranking ones, and, consequently,  there is an urgent need to prevent them.

Contradictory statements by various officials that violate or  endanger human rights and that exacerbate uncertainty in society  should be excluded. In fact, the state strategy should take into  account human rights issues while ensuring the security of borders,  as well as the fact that the state has a positive obligation to  protect the rights of its citizens, " Arman Tatoyan concluded.

It should be noted that yesterday, the Council of the RA Security  Council, in its statement, substantiated the deployment of  Azerbaijani checkpoints on the Kapan-Chakaten road by the fact that  these territories allegedly previously belonged to Soviet Azerbaijan.  At the same time, he did not say on the basis of which maps, on the  basis of which documents the RA authorities transfer the country's  sovereign territories to the enemy. The statement also contained an  obvious lie that the transfer of this road does not pose a threat to  the residents of the adjacent villages. In particular, the fact that  6 villages were isolated from communications was ignored. Moreover,  now instead of the previous 8 kilometers, residents of the Chakaten  village will have to cross 100 kilometers to get from their community  to Kapan.
