ArmInfo. The introduction of the institution for Diaspora affairs will expand the networking capabilities of the Office of the High Commissioner. High Commissioner Zareh Sinanyan stated this on November 16 from the rostrum of the National Assembly of Armenia, presenting the draft law "On Amendments to the Law of the Republic of Armenia" On Public Service. "The document was adopted in the first reading.
"The purpose of the implementation of the Institute of Commissioners for Diaspora Affairs is to develop Armenia-Diaspora interaction, increase the efficiency of work carried out in this area, ensure stable relations between Armenian communities and target community potential, as well as promote the preservation of Armenian identity, organize events aimed at repatriation and integration of the Armenians of the Diaspora in Armenia, "he said.
Plenipotentiaries for Diaspora Affairs will be appointed by representatives of the Armenian communities of these countries by the decision of the Prime Minister of Armenia at the proposal of the High Commissioner for Diaspora Affairs in the status of public advisers in foreign countries (without salaries and with irregular working schedule).
As Zareh Sinanyan noted, the Plenipotentiaries for Diaspora Affairs will provide professional advice on the Armenia-Diaspora cooperation, support the work carried out by the Supreme Plenipotentiary for Diaspora Affairs in the field of cooperation with the Diaspora. The initiative will not require additional financial resources from the state budget, since they will not be considered civil servants of Armenia.
The corresponding draft decision was approved on October 21 at the next session of the RA government. Before making the decision, RA Foreign Minister Ararat Mirzoyan proposed to remove from the draft decision the proposal on requesting an agreman for representatives from a foreign state, since this procedure, in his words, presupposes the appointment of ambassadors and permanent representatives. "This is not a diplomat, but a person who works with the community," Mirzoyan explained.
