RA President Armen Sarkissian received today the Head of the Rapporteur Group of the Committee of Ministers of the Council of Europe (CoE) on Democracy, Permanent Representative of Sweden to the CoE, Ambassador Morten Enberg and the delegation headed by him, which includes the ambassadors to the CoE of France, Russia, Switzerland, Finland, Estonia, Andorra, Iceland and representatives of the CE secretariat. This was reported by the press service of the RA President.
"We are here to understand how the work on the implementation of the CE-Armenia Action Plan 2019- 2022 is progressing," Morten Enberg said at the meeting, noting that the visit is a good opportunity to get acquainted with the situation on the ground, hold discussions and obtaining information.
The interlocutors touched upon the topic of assistance rendered by the Council of Europe to Armenia in carrying out democratic reforms, ensuring the priority of the law and in protecting human rights. In the context of the country's development and the strengthening of democracy, Sarkissian, in particular, stressed that it is important to have a balanced system of government, the adoption of a constitution with effective mechanisms of checks and balances, which will contribute to both the democratic progress of the country and the opportunity to fully and effectively involve the human potential of the Diaspora.
The Armenian President and the ambassadors exchanged views on the post-war situation, in particular, on humanitarian problems and on the border issue. Sarkissian noted that Azerbaijan still continues to detain Armenian prisoners of war and civilians, which is a flagrant violation of international humanitarian law.
Answering the questions of the diplomats, the head of the Republic of Armenia presented his remarks on the directions of development of Armenia, noting that the future of the country lies in the creation of an effective education system and in scientific and technological progress. He also touched upon the holding of the Armenian Summit of Minds on October 23-24 in Dilijan (the main topics of which will be devoted to global and regional geopolitics and new technologies) and the forthcoming STARMUS-VI International Science and Arts Festival in Armenia next year.
