Despite political efforts, and contrary to the trilateral statement signed in November last year, people continue to die in Nagorno-Karabakh and on the Armenian-Azerbaijani border. " This was stated on October 15 by the Prime Minister of Armenia during the annual meeting of the heads of the CIS member states, which is being held online.
In this regard, the Prime Minister of Armenia proposed to strengthen the mechanisms of investigation of incidents, as well as the mechanisms of control of the ceasefire regime and all military operations. He noted that today the rhetoric of enmity, hatred, constant threats and provocations have become a daily routine for the Armenian population.
Pashinyan recalled that by winning the elections in June 2021, the country's government received a mandate to open a new era of peaceful development in Armenia and the region. "Many people do not want peace, stability in our region, and in these conditions it is very difficult to advance the peace agenda. But we are determined and will do everything in our power to achieve this goal," he stressed.
At the same time, the head of the Armenian government noted that the first step towards this could be a dialogue and a gradual overcoming of hostility, unblocking of all transport and economic communications.
As a result of the opening of transport communications, he said, Armenia will receive a railway and automobile connection with Russia and Iran through the territory of Azerbaijan, and the Azerbaijani side - with the Nakhchivan Autonomous Republic through the territory of Armenia.
At the same time, Pashinyan raised the issue of Armenian prisoners of war and other citizens detained by Azerbaijan, who, contrary to Article 8 of the November 9, 2020 trilateral declaration, have not yet been returned by Azerbaijan. "This is a purely humanitarian issue and we hope for its early resolution," he said, assuring in this context that Armenia is ready to complete the transfer of maps of minefields that are in the rear of the Azerbaijani Armed Forces and pose a humanitarian threat.
At the same time, Pashinyan drew attention to the opening of the so-called "Trophy Park" in Baku, in which visitors admired the dummies of killed and bleeding Armenian soldiers. "More regrettably, excursions were organized there for schoolchildren who proudly posted their photos on social media against this backdrop.
Recently we learned that the mannequins and helmets of the Armenian soldiers have been removed from the park, which is, at least, not bad, "he added.
At the same time, the RA Prime Minister expressed his readiness to start the process of demarcation and delimitation of borders between Armenia and Azerbaijan. In this context, he noted that he hopes for the support of the Russian Federation and other international partners.

He also added that the beginning of a conversation with the aim of normalizing relations with Turkey is another factor that could play a catalytic role in this matter. In this regard, the Prime Minister noted that the Russian Federation is ready to fully support this process. Referring to the speech of the Azerbaijani president, Pashinyan noted that the CIS platform is not a place for proceedings and accusations.
"I would like to inform you that Armenia and Azerbaijan have submitted claims to the International Court of Justice of The Hague. I think that in the context of this process, all the accusations that exist can be voiced. At least, we are going to argue our position in this way", he concluded.
