At the same time, he expressed confidence that one of the possibilities for resolving these relations is a high-level dialogue. "We have stated at different levels that Armenia is ready to normalize relations with Turkey, which should be separated from relations with Azerbaijan," the Security Council Secretary stressed.
However, he noted that the normalization of relations should take place without preconditions, as the previous authorities of the country spoke about.
All existing issues, of course, require further discussion, but it will be extremely difficult to start a relationship with preconditions," he stressed. With regard to the settlement of the Karabakh conflict, Grigoryan noted that the only format for resolving this issue is the OSCE Minsk Group.
At the same time, he indicated that within the framework of this platform, the issue of the status of Nagorno-Karabakh, which has not yet been resolved, should be discussed.
"The Karabakh issue has never been territorial, but has always been considered in the context of the right to self-determination. We have been talking about this for over 30 years," Grigoryan said.
