The leader of the Constructive Party, political scientist Andrias Ghukasyan, expressed a similar opinion to ArmInfo.
"Considering that Moscow does not fulfill its own promises, Baku today is trying to put pressure on both the Russian Federation and Armenia. And the recent blocking of the highway connecting Goris and Kapan on the territory of Armenia is part of these attempts. At the same time, Aliyev's such a behavior significantly expands the borders of the conflict, significantly affecting the interests of Iran. Since the trade turnover of Iran with Armenia is carried out precisely along this artery. The latter circumstance can draw Tehran into the conflict with all the consequences for the entire region, "he said.
The political scientist, in general, explains the actions of Azerbaijan on the Goris-Kapan section, which connects Armenia and Iran by road, by the collapse of agreements on the use of these communications. This allowed Baku to close this road, unexpectedly for Yerevan, in the absence of alternative routes. According to him, we are talking about trilateral agreements with the participation of Russia. Ghukasyan also suggested that new agreements that would open the road were reached with the mediation of Moscow. Commenting on the goals of Azerbaijan, which prompted its leadership to resort to another hostile act against Armenia, Ghukasyan suggested that it is about pressure on Yerevan in the issue of the soonest demarcation and delimitation of borders. He also did not rule out the continuation of pressure from Baku on the issue of advancing the agenda for the conclusion of the so-called peace treaty with Armenia.
"Without a doubt, Aliyev is trying to promote this agenda bypassing the format of the OSCE Minsk Group. I think this can have very grave consequences. The situation in the region may again escalate, and the negative consequences of such a scenario cannot be ruled out. Against this background, Armenia missed almost a year to strengthen the army, to form new fortified positions on the changed line of contact. In this light, it seems that our government is pinning all its hopes on resolving the current situation on Russia, "he stressed.
According to Ghukasyan's forecasts, such a policy could have very grave consequences, both for Armenia and personally for Prime Minister Nikol Pashinyan, due to its contradiction with the policies of the United States and France. Including due to the non-recognition by the international community of the tripartite statement of November 9, 2020. Meanwhile, the latter continues to demand that Armenia and Azerbaijan return to joint solutions to the problem, including determining the status of Artsakh on the basis of the "Madrid principles".
