The opposition faction "I Have the Honor" stated that it is boycotting the discussion and "will return only to voice the problems that really worry the Armenian people." The head of the "Hayastan" faction ("Armenia" - ed. note) Seyran Ohanyan demanded the presence of all three lawmkaers of the faction (former head of the Meghri community Mkhitar Zakaryan, former head of the community Artur Sargsyan and former head of the "Izmirlyan" MC Armen Charchyan - ed. note) currently under arrest. He also demanded that the Prosecutor General appear in the National Assembly to give explanations. The head of the faction called on parliamentarians to make a relevant statement.

The Cabinet of Ministers of Armenia on August 18 approved the government's program for 2021-2026. The program consists of 6 sections: security and foreign policy, economics, infrastructure development, human capital development, law and justice, institutional development. According to RA Prime Minister Nikol Pashinyan, the main political message of the newly formed government is recorded in the preface to the program, according to which the program of the Government of the Republic of Armenia is based on the electoral program of the Civil Contract party in the parliamentary elections on June 20, 2021, the obligations undertaken before the citizens of Armenia during the election campaign, and the promises they made during the campaign, as well as the Strategy for the Transformation of Armenia until 2050. The Prime Minister explained that according to the program, the main factors for ensuring the security of the Republic of Armenia are the modernization of the Armenian army, the Armenian-Russian strategic alliance, Armenia's membership in the CSTO, the formation of a stable regional environment and the unblocking of regional infrastructures, the OSCE Minsk Group co-chairmanship, an initiative and effective foreign policy on all directions, a sustainable system of national security bodies, the fight against terrorism and other violent manifestations of extremism, the supremacy of law, increasing resilience to disasters, as well as economic development and social stability.

On August 22, the executive power made changes to the program - to the sub-item on the sphere of defense and modernization of the RA Armed Forces. Thus, by the decision of the government, the fourth paragraph of this subparagraph is set out in the following - a new edition: The strategy for reforming the armed forces is largely based on an analysis of the lessons learned from the 44-day war and the security environment since November 9. In this context, the government attaches importance to identifying all the circumstances of the 44-day war in 2020 and will undertake active steps to conduct a comprehensive and thorough investigation (the last proposal was absent in the original version of the program - ed. note). The government will determine the main directions, problems of long-term planning and resources on which the development of the defense sector of the Republic of Armenia will be based, and the tools for waging fifth generation war. "

He reminded that according to the Constitution, the Prime Minister, within twenty days after the formation of the Government, submits the Government's program to the National Assembly. The National Assembly approves the Government's program within seven days by a majority vote of the total number of deputies. If the National Assembly does not approve the programs of the Government and does not elect a new Prime Minister in accordance with paragraphs 2 and 3 of Article 149 of the Constitution, then the National Assembly is dissolved by force of law. If the National Assembly elects the Prime Minister, but again does not approve the programs of the Government, then the National Assembly is dissolved by force of law. Part 3 of this article does not apply to the program of the Government formed in accordance with Article 115 of the Constitution. If the program of this Government is not approved, the National Assembly is dissolved by law.
