ArmInfo.Second president of Armenia, leader of the "Armenia" bloc Robert Kocharian is convinced that early parliamentary elections did not resolve the internal political crisis in the country.
So, in an interview with several Armenian media, answering the relevant question, the politician, in particular, said: "The reasons that led to the internal political crisis did not disappear, and now we must answer one question: are elections a time machine, can they turn back time or not? It is clear that they cannot, so what happened in October-November will haunt this political team all its life. ". "
At the same time, he stated that about 400,000 people voted for political forces that consider the current government to be treacherous and incompetent. In his words, these people stayed in Armenia, these people with their activity, consciousness, and ability to analyze are a qualitative part of our society.
"How can we talk about overcoming the political crisis in these conditions? By the way, we are not talking about different approaches, what kind of social policy is being pursued in Armenia, more liberal or more socialist? It is not about the participation of the state in different sectors. We're talking about fundamental issues, fundamental losses. You see, we do not have answers to a number of questions, how did we lose Shushi, Hadrut, if we do not have these answers, how can we talk about overcoming the internal political crisis? It's not possible, perhaps now a little less, and in a month it will get more publicity, but, I repeat, elections are not a time machine, they do not erase the past, "the second president of Armenia believes.
At the same time, he stated that the current authorities of the country received the most votes in the villages, while the agricultural sector was most ignored by this government. According to Kocharian, this is a paradox, but at the same time it is a sign to the subsequent authorities that it is possible to ignore people in villages, not to support them through subsidies and various programs, but to enlist their unconditional support. "This distorts the political field of Armenia. This is not good, but so far we have such a situation," he said.
Touching upon the reasons for the Bloc's defeat in these elections, Kocharian noted that this issue worries not only him, but a lot of other people, including psychologists and political scientists. He expressed his conviction that three factors became decisive in the defeat: "The first is the division into exes and present, which carries elements of the class struggle, division into Armenians and "Karabakh people". In addition, it is fear of the danger of a new war. That part of the population, which resigned itself to defeat, saw a threat in the "decent peace" declared by the "Hayastan" bloc. In the opinion of this category of citizens, steps leading to a decent peace are fraught with a resumption of war. "
He stated that the Armenian society found itself in a shock situation after the propaganda carried out by the country's authorities during the war. According to Kocharian, the goal of their bloc was to get the people out of this state of shock. "During the election campaign, we and our bloc tried to give people hope and faith in the future. Meanwhile, the authorities created internal political tension, provoked this tension with hammers, tried to aggravate, turn everything in their favor, and somewhere they succeeded," he said.
Speaking about the processes in the Constitutional Court on appealing the results of early elections, Kochanian pointed to the arrests and detentions of oppositionists during this period. According to him, they were not accidental, and even were expected.
"In addition, they were carried out at a time when the Constitutional Court was considering the opposition's petition to invalidate the election results, which was also a message, and not only for the Constitutional Court, but also for the heads of local self-government bodies in the context of the upcoming elections. They were also aimed at creating an atmosphere of fear.
Welcome to Saddam Hussein's Iraq. I have the impression that the desire of these authorities is to turn the bastion of democracy into a cemetery of democracy, "said the second President of the Republic of Armenia.
He also recalled that a criminal case was initiated against him three years ago, but he came out of this process even stronger. Kocharyan assured that every head of the community, who is now arrested, will get out of this situation stronger, and the charges are fabricated and serve the interests of a small group of people. At the same time, Kocharian noted that he closely followed the sessions of the Constitutional Court and can state that the decision of the Constitutional Court does not contain answers to a number of questions that Bloc spoke about during the sessions. "I'm not even talking about the fact that the representatives of the Civil Contract had nothing to say, and the Prosecutor's Office acted as a lawyer for the government: the hammer is a symbol, there were no words about physical violence, it's all absurd, but a fact. I don't remember a single elections, during which such a volume of administrative resources would be used. I don't remember any elections in which the first person of the state threatened his opponents with physical violence. It didn't happen. I don't remember such behavior from Ter-Petrosyan, I don't remember that I ever did something like that, and I don't remember such manifestations on the part of the third president, "the second president of Armenia said.
According to him, if the prosecutor's office considers it normal, when the Constitutional Court does not refer to these phenomena, it means one thing - it will become an integral part of the Armenian political culture. The politician added that responsibility for this situation lies with the Constitutional Court, the CEC and the Prosecutor's Office. "The CEC gave its consent to the arrest so easily that it is simply amazing. Combining all this, it is simply unnecessary to say that this government is legitimate. Of course, this government did not receive legitimacy as a result of these elections. Such a decision should not have been taken by the Constitutional Court." In any case, there were publications in the press that three judges were against this decision, the rest can be understood in a purely human way, one can understand the lack of courage in such an atmosphere, but from the point of view of a sense of responsibility for the future of the country, of course, it is incomprehensible. not even mention some points in the decision. We did not say that this government received few votes, we contested about 200 thousand votes, but what was done by the state bodies provided sufficient grounds for reviewing many things in the Constitutional Court, and we expected, that the decision of the Constitutional Court will be slightly different. Yes, this government received votes, but such systematic violations, the atmosphere the sphere of fear was unprecedented, and the Constitutional Court had to consider it, "Kocharian said. At the same time, he stressed that based on the above, you need to go to the country's parliament and continue the struggle. "Having a second faction in parliament, the Hayastan bloc will acquire a sufficiently serious instrument for political struggle. Yes, now it is already clear who will enter parliament. There are people with experience of being lawmaker, there are those who will be in parliament for the first time. It takes time to organize work. Now we are working on this, I hope that in the coming days the faction will be ready for a political struggle, "Kocharian said, adding that he does not take a mandate, since he sees himself more in the executive body than in the legislature.
