
ArmInfo. In all likelihood, the activation of the OSCE Minsk Group can be expected in this autumn. Former Foreign Minister of Artsakh, Ambassador Extraordinary and Plenipotentiary Arman Melikyan expressed a similar opinion to ArmInfo.
"Post-election processes are still going on in Armenia. The internal political field is shaken by judicial proceedings and the government has not yet been formed. In this light, it takes a certain amount of time for the internal situation in Armenia and, most importantly, government entity to enter a natural course. As a result, the OSCE Minsk Group Co-Chairs should also reckon with this fact, "he said.
Commenting on the possibility of signing a peace treaty between Armenia and Azerbaijan, in particular, defining the borders of Armenia, Azerbaijan and, as a result, Artsakh within the framework of this document, the diplomat noted that if the process proceeds on the basis and within the borders of the USSR, Artsakh will automatically turn exclusively into internal problem of Azerbaijan.
According to the diplomat, in order to avoid such a prospect, Yerevan needs to take two steps in parallel. Recognize Armenia within the Soviet borders and recognize Artsakh within the boundaries provided for and determined by its Constitution. In Melikyan's opinion, there are other options to resolve this issue, including the prospect of direct negotiations between Baku and Stepanakert on the issue of determining the borders.
According to the diplomat, today there are even opportunities to return to the Artsakh jurisdiction of Shushi and the Hadrut region. And, in general, Baku's expectations and appetites are strikingly different from its capabilities. In this light, Melikyan highlighted a rather remarkable statement made recently by head of the Azerbaijani Foreign Ministry Bayramov. The Azerbaijani minister said that Baku expects the commissioning of the "Zangezur Corridor" in 30 years.
"The very fact of Baku's refusal to receive an extraterritorial corridor today and now speaks of Azerbaijan's understanding of the impossibility of solving this problem at this stage. Accordingly, based on tactical motivation, the Azerbaijani leadership lowers the importance of this project by delaying its implementation by as much as three decades," the diplomat summed up.
