According to the Kremlin press service, a wide range of issues of interaction between Russia and France in international affairs was thoroughly considered. Special attention is paid to the problems of stability and security on the European continent.
In this regard, it was noted that the agreements reached by the presidents of the two countries in Bregancon in August 2019 on establishing joint work to form a new architecture of security and trust in Europe remain relevant. An exchange of views was held on the state and prospects for the development of Russian-EU relations.
It was stated that the building of constructive and predictable relations between Russia and the EU and a return to a normal and respectful dialogue would contribute to the solution of such acute modern problems as cyber security, the fight against international terrorism, health care, climate, and the resolution of regional conflicts. As Vladimir Putin emphasized, Russia is ready for this if a real reciprocal interest is shown on the part of the European Union.
When discussing the internal Ukrainian crisis, the leaders spoke in favor of stepping up the negotiation process in order to consistently implement the 2015 Minsk "Package of Measures", which was and remains the uncontested basis for settlement.
The President of Russia pointed out the destructive actions of Kiev, due to which the efforts being undertaken - including in the "Normandy" format - are actually being sabotaged. The need was emphasized for the Ukrainian authorities to fully fulfill their earlier obligations, primarily to establish a direct dialogue with Donetsk and Lugansk and to legalize the special status of Donbass.
Vladimir Putin briefed on the progress in the implementation of the trilateral agreements on Nagorno- Karabakh dated November 9, 2020 and January 11, 2021. It was noted that the situation in the region, largely due to the presence of Russian peacekeepers, remains stable. The prerequisites have been created for the establishment of normal economic activity, the unblocking of economic and transport links. The President of Russia drew attention to the need for closer involvement of European partners, and in particular France, in solving the humanitarian problems of the population of the regions affected by the hostilities. Mutual readiness was expressed to coordinate on various aspects of the Nagorno-Karabakh settlement, including through the OSCE Minsk Group. The topic of the Libyan settlement was considered. Both sides will underline their disposition to further facilitate the advancement of the political process with the participation of all key Libyan forces. In connection with the interest shown by Emmanuel Macron, Vladimir Putin spoke about the main results of the Russian-American summit meeting held on June 16 in Geneva. The presidents of Russia and France also substantively discussed the topics of bilateral cooperation, primarily in the trade and economic field, as well as in the field of energy and cultural and humanitarian ties. It was agreed to continue contacts.
