ArmInfo. Head of the Goris community, Arushan Arushanyan, is suspected of abuse of office, engaging in illegal business, violating the rules for the protection and use of mineral resources, as well as deliberately causing moderate harm to health.
Thus, according to the Investigative Committee of Armenia, in the course of the investigative measures carried out within the framework of the initiated criminal case, factual evidence was obtained that Arushanyan, since November 2017, holding the post of the head of Goris, in order to engage in the extraction and processing of minerals in the administrative territory of the village of Verishen of the Goris community , at first registered the right of ownership of 0.555 hectares of agricultural land within the administrative boundaries of the Verishen community to his community, and then, by the decision of the Goris community council, put them up for auction.
At the same time, to engage in entrepreneurial activities subject to licensing in this area, A. Arushanyan founded a limited liability company in the name of his relative. The day after the founding of the company, in June 2019, the land plot was put up for sale, and in July Arushanyan's relative became its owner.
According to the RA IC, then, on two plots with a total area of 9146 sq.m, formally belonging to a relative of Arushanyan, production was carried out without concluding a subsoil use contract with an authorized body, in violation of a number of regulatory requirements governing the field, including in terms of permissible emission limits, positive assessment of the impact on the environment, etc. from the second quarter of 2020 until March 10, 2021, illegally carried out activities on these lands without a proper license.
Thus, the state suffered large-scale damage in the total amount of 28,218,821 drams, as well as significant damage to the population of the community, the environment and subsoil in the total amount of 699,737 drams, to individuals - 774,198 drams.
In addition, Arushanyan is accused of extortion (with the use of harm to health) a Nissan Pathfinder car and an apartment from an employee of another enterprise owned by his family in exchange for filling the deficit revealed at the enterprise in the amount of AMD 33 million. Arushanyan is also accused of beating up a resident of Goris just because the latter overtook his car.
According to the RA IC, Arushan Arushanyan was charged on the basis of Art. 308, part 1, art. 188, part 3 p. 1, art. 291 h. 2, art. 322 part 2, article 113 part 2 paragraph 3 and paragraph 6 of the RA Criminal Code. Bail was chosen as a preventive measure. Arushanyan's property was seized in the amount of damage caused to the state.
Two friends of the latter were charged under clauses 3 and 6 of part 2 of Article 113 of the RA Criminal Code, and the commercial director of a limited liability company was charged under Article 1 of Part 3 of Article 38-188 of the RA Criminal Code. A written undertaking not to leave was chosen as a preventive measure in relation to these persons.
The preliminary investigation is completed the criminal case with the indictment has been sent to the prosecutor's office for its further referral to the court.
