ArmInfo. The Office of the Human Rights Defender is working on the concept of a security zone, RA Ombudsman of Arman Tatoyan said on June 4 in the parliament during the preliminary discussion of the annual report "On the execution of the state budget of the Republic of Armenia for 2020".
According to Tatoyan, in connection with the military actions and post-war developments, the Office is working in a tense regime. Based on this, as the Ombudsman noted, it is possible that the staff of the Office are not as consistent in other areas of their activities as they would have been in previous years. At the same time, there is a shortage of personnel, and those who work, do so with almost personal dedication. In this context, Tatoyan considers it necessary to increase the number of personnel in the Office of the Human Rights Defender.
According to him, today there is a problem with a misunderstanding of the role of the Office of the Ombudsman, in connection with which there are serious problems with the regulations of the civil service in terms of organizing the work of the Office of the Human Rights Defender. So, for more than a year it has not been possible to approve the new staffing table, since the Service offers very low salaries, according to Tatoyan, inadequate to the scale and level of work.
The expenses of the HRC Office in 2020 for the implementation of 2 programs and 6 events spent 472 million drams or 91.7% of the specified program.
To recall, Arman Tatoyan has repeatedly stated that carrying out only demarcation with Azerbaijan without forming a security zone will become a pretext for new violations of the rights of citizens of the Republic of Armenia and tensions.
To note, the activity of the Office of the Human Rights Defender of Armenia has intensified several times in post-war Armenia, the citizens of the country have begun to turn to the Ombudsman more often and with greater confidence than other state institutions.
