The situation on the Armenian-Azerbaijani border is tense and is developing intensively, acting Prime Minister of Armenia Nikol Pashinyan said on May 27 at a meeting of the Republic's Security Council in an expanded format. In this regard, he proposed to deploy international observers from Russia and other countries of the OSCE Minsk Group (USA and France) along the borders between Armenia and Azerbaijan.
To note, half an hour before this, Pashinyan wrote on his Facebook page that he would very soon present a plan for a peaceful settlement of the border situation. "I am confident that the proposal is mutually beneficial and can be implemented in a short time, with the support of the international community," he wrote.
So, according to Pashinyan, over the past 15 days, the Armenian and Azerbaijani Armed Forces have been in a state of interpenetration of positions. As a result, an explosive situation has developed, which is fraught with new - the most dangerous consequences, he said. "After today's incident, there is a possibility that our Armed Forces would try to capture them, then they would do the same in response," Pashinyan said.
In this regard, the acting head of government came out with a diplomatic solution to the situation, which will lead to de-escalation of tensions. Pashinyan recalled that Azerbaijan is trying to substantiate its actions with its own maps, the Armenian side does not agree with them. As a result, the parties' views on the border line do not coincide. However, since the situation is already explosive, the acting Prime Minister addresses the international community, as well as the leadership of Azerbaijan. "We're making arrangements that the armed units of the two sides very quickly will extend away from the border to the same extent and return to their places of permanent deployment. Then international observers from the Russian Federation or other co-chairing countries of the OSBE Minsk Group will deployed along the border," Pashinyan said. As explained by the acting head of the Armenian government, we are talking about retreating to their original positions in the area of Sotk and Khoznavar. The presence of observers in the region, he said, is necessary for the parties to be confident that the agreements will not be violated.
At the next stage, according to Pashinyan's proposal, with the assistance of representatives of the Russian Federation and the OSCE Minsk Group co-chairing countries, the work on clarifying the bordercheckpoints from Sotk to Khoznavar will begin. "If Azerbaijan has a problem with verifying border points, then it has no reason to reject this plan. Armenia, for its part, is confident that it will be able to substantiate its point of view. At this stage, it is about de-escalating the situation, and this can be considered an official proposal to the OSCE MG countries, including Russia, as well as to Azerbaijan, "he said, stressing that this is the shortest way to de-escalate the situation on the border with Azerbaijan.
