ArmInfo. Armenian Americanist Suren Sargsyan spoke about the goals and conditions of the United States providing military assistance to Azerbaijan. According to him, the military assistance provided to Azerbaijan pursues three goals: to assist the US efforts to counter international terrorism; maintain the operational readiness of the US military or coalition partners to counter international terrorism; ensure the security of the border of Azerbaijan (sea border with Iran).
At the same time, according to Sargsyan, assistance is provided on one condition - it should not interfere or hinder the ongoing efforts to achieve a peaceful settlement between Azerbaijan and Armenia and cannot be used for offensive purposes against Armenia.
"Note that Resolution 907, adopted under Bush Sr., was bypassed 10 years later under Bush Jr. in order to fight terrorism. Bear in mind that now the international situation has changed, we have fertile ground to work to curb this cooperation." , - said the Americanist.
To recall, the 907th amendment was adopted by the Congress in 1992 and prohibited the US administration from providing assistance to Baku through the government line in connection with the conflict between Azerbaijan and Armenia. However, after the September 11, 2001 terrorist attack, Congress passed the Overseas Appropriation Act, giving the President the power to waive Amendment 907. The United States needed it when it was necessary to supply American troops in Afghanistan. The Bush and Obama administrations continued to refuse to implement this ban. For many years, Azerbaijani diplomacy vainly sought its abolition, but the situation changed in 2018, with the arrival of the Trump administration, which suspended the amendment. The administration of the incumbent US President Joe Biden also suspended the implementation of the 907th amendment. These actions of the US President were criticized by the Armenian Diaspora in the United States.
