According to him, it is necessary to proceed from the real picture. "For example, the Shahumyan district has always been a subject for negotiations, at least during my 10 years in power. In fact, we managed the territories of the NKAO and 7 Azerbaijani districts around it. On the issue of Shusha and Hadrut, I see opportunities, because otherwise, the legal recognition of the results of the war, including by the international community, is considered as a weak, not good argument, " Kocharyan said, adding that it is the same if Armenia had said after the 1992-94 war, "we have resolved our issue, we will not negotiate." At the same time, he added that, in fact, it was said so, and it led to war. Kocharyan believes that the statement of the Armenian authorities that "Artsakh is Armenia and the end", as well as the announcement of a number of economic projects in the south of Artsakh, led the negotiation process to a dead end, and the enemy did not find any other way to resolve the issue other than war.
According to him, the Armenian side can resolve the issue of Hadrut and Shusha in the same way, through the negotiation process.
"In general, defeat is a bitter thing. And in order not to come into contact with this bitterness, we must do everything to avoid war, " the second President of Armenia said.
Kocharyan is also convinced that Armenia had a strong position in the negotiation process, because it had confidence in the strength of its own state, in the superiority of the army, the country was developing at twice the rate without oil and gas, the management system was more efficient than that of Azerbaijan, and the country was more interesting and attractive for international partners.
"We will not be able to talk about a number of issues around Karabakh if Armenia continues to remain in such a weak position. If we want to achieve something, we need to raise the class of Armenia, otherwise everything is in vain, " Kocharyan said, adding that in Armenia, first of all, when the government changes, it is necessary to change the management system, which is in crisis.
Kocharyan believes that what happened to Armenia is the result of this crisis in the government system. "The family disintegrates when it is not clear who is in it," Kocharyan added, saying that elections are the way out of this crisis.
In conclusion, he stressed that the head of the country, who respects his people, should not say, " share my guilt with me."
