ArmInfo. The Security Council Office published declassified documents in response to some statements by the former Chief of the General Staff of the Armenian Armed Forces Onik Gasparyan.
The Security Council report says: "In response to the statement of the former Chief of the General Staff of the Armenian Armed Forces Onik Gasparyan on November 17, 2020, the Security Council Office considers it necessary to clarify some of the statements made in this statement and publish declassified documents concerning the latter."
"Back in November, Mr. Gasparyan said:" On June 8 of this year, I was appointed Chief of the General Staff of the Armed Forces, and on June 12 I presented to the Prime Minister of Armenia, and a few days later to the Security Council, an analysis of the military-political situation in the region, as well as the capabilities of our Armed Forces. "
However, after the appointment of Onik Gasparyan at the June 19 Security Council meeting, Mr. Gasparyan was not on the list of speakers (there were two speakers at the meeting), which is confirmed by the minutes of the Security Council meeting (see Appendix No. 1).
Further, Mr. Gasparyan stated: "On the fourth day of the war, at the meeting of the Security Council, I presented our losses, the assessment of the Armed Forces on the situation, noting that within two or three days it is necessary to take measures to end the war, otherwise if combat actions will continue with this intensity, our resources will be depleted in a short time, and during each next day we will have more unfavorable conditions for the negotiation process. "
In connection with this statement, we present some excerpts from the transcript of Onik Gasparyan's report dated September 30, 2021 (see Appendix No. 2), in which Mr. Gasparyan says: "Mister Prime Minister, in fact, the situation tactically has not changed, that is the enemy did not advance ... "," ... In any case, the troops carry out their task, in the morning we conducted a small counterattack in the direction of Jebrail, we achieved success ... ". Concluding his speech, Gasparyan noted: "This is the situation, we continue to fulfill our task and we will fulfill it to the end."
In the context of this clarification, we consider it necessary to present excerpts from the minutes of the meeting of the Security Council dated Aug 21, 2020 (see Appendix No. 3), in which, in particular, Onik Gasparyan notes: "... In the eastern operational direction ... and in the northeastern operational direction, we manage to beat off with the available forces and means on the principle of" not a step back ", to fail the enemy offensive, to defeat his groupings ...". Gasparyan adds: "I see the solution to most of the problems in the creation and formation of the militia ...".
This expresses the position of Mr. Gasparyan regarding the current military-political situation and makes the latter's approaches to this issue more holistic at the moment. "
Recall that the day before, after the accusations of Prime Minister Nikol Pashinyan were voiced, the former Chief of the General Staff of the Armenian Armed Forces Onik Gasparyan, in particular, noted that the minutes of the meetings of the Armenian Security Council could be falsified and presented in a version pleasing to the current authorities.
