The approach according to which the Armenian side was offered to hand over the territories to Azerbaijan exclusively in exchange for a safe and, if possible, peaceful situation on the line of contact," he stressed. Thus, the presence of a conflict of Russian interests in the region after the collapse of the USSR, according to the diplomat, should not have been news to the same former co-chairman of the OSCE Minsk Group, Richard Hoagland. As well as the interests of other countries represented in the region at one level or another.

According to Melikyan, the United States cannot be indifferent to the future of the South Caucasus. And there is no doubt that the United States has had, has and will continue to play a fairly active role in this region, which is the reason for the recent activity of American diplomats.
