Political scientist on the Karabakh war: It was the implementation of  Lavrov`s Plan rather than a war 

ArmInfo.Karabakh is a punching bag that Russia uses either against one force or another, it all depends on Moscow's attitude to the conflicting parties.  Azerbaijani political scientist, historian, head of the Department of  Conflict Studies of the Institute for Peace and Democracy Arif  Yunusov said this in an interview with Armenian journalist Mark  Grigoryan.  

"It was clear to me that this was not so much a war as  the implementation of the Lavrov's Plan," he stressed.

An Azerbaijani political scientist explained that after the April  2016 war, the Lavrov Plan appeared, which was supposed to replace the  Madrid principles. "The only distinctive thing was that the Madrid  Principles dealt with the introduction of international peacekeeping  forces, while the Lavrov Plan, respectively, dealt with the  introduction of Russian forces. Translated into ordinary language, it  is a de facto Russian military base, "he added.

At the same time, the conflict expert is sure that Russia will remain  in the region for more than 5 years, as noted in the agreements of  November 10. "When they ask me who won the Karabakh war, I answer  Russia.  Because after 1994, a geopolitical confrontation began, and  we (Armenians and Azerbaijanis) remained between Russia and the West,  which will periodically replace each other, "Yunusov said.

He stressed that today Armenia was defeated by the hands of  Azerbaijan, tomorrow Azerbaijan will be defeated by the hands of  Armenia, if Moscow needs it.
