"We have already begun negotiations on the opening of communications between Azerbaijan and Armenia. This is part of the statement signed on November 10. Several stages of negotiations at different levels have already been held. In turn, Linde emphasized that the OSCE "will consider what can do to contribute to the resolution of the conflict." She noted the priority in this context of international law, human rights, humanitarian law, peace and security.
Russian President Vladimir Putin, President of Azerbaijan Ilham Aliyev and Prime Minister of Armenia Nikol Pashinyan on November 9 last year signed a joint statement on the complete cessation of hostilities in Karabakh.
