Ombudsman of Armenia proposed to create a demilitarized zone with a  width of 5-7 km in Syunik region

ArmInfo. The Ombudsman of  Armenia Arman Tatoyan proposed to create a demilitarized zone 5-7 km  wide in the Syunik region until the process of "clarifying" the  borders is completed.

Thus, on March 5, during a press conference in Yerevan, the Armenian  Ombudsman Arman Tatoyan recalled that according to international law  and practice, the priority of law, democracy and human rights should  form the basis of the process of clarifying the boundaries.

"Moreover, this is not at the discretion, but an imperative. If these  norms are not observed, the lawfulness of the process is under a huge  question. The process, if it is already under way, should take place  following the results of the work of the commissions with the  participation of engineers, historians, in cooperation with local  residents, as well as using the existing maps of the delimitation of  the borders of the USSR. Now there is a gross violation of the rights  of residents, especially children. Serious threats to the right to  life and property have been created, "Tatoyan said, noting that in  the village of Nerkin Hund, the school is located 500 meters from the  Azerbaijani post, from where they shoot.

In this regard, he pointed to a violation of physical and mental  integrity. He also pointed out that despite the fact that the  villagers have legal documents issued by the Cadastral Committee,  they can not physically use their property - as it is either on the  "Azerbaijani" territory, or at the gunpoint of Azerbaijanis.

"And such situation is observed in many villages. There is an  international judicial practice of using cadastral documents when  specifying borders. This is also stated in the corresponding document  of the OSCE and the UN. As a result of the process, a huge problem of  the use of gardens and pastures, and water in Meghri has arisen. The  right to entrepreneurial activity has been violated - by the decision  of the government on the basis of the RA law on the border, 200  hectares of territory in Gegharkunik were given to the company.  Investments were made on 75 hectares worth more than $ 5 million. The  matter concerns wind turbines. Now there are Azerbaijani military  there, which deprived the company of the opportunity to use the rest  area. The case was transferred to the RA representative at the ECHR  for submission of an interstate complaint, "the Ombudsman noted.

At the same time, Tatoyan stressed the inadmissibility of the  presence of the Azerbaijani armed forces, no matter what kind of  troops, in the immediate vicinity of the Armenian settlements.

"Moreover, they also resort to provocations. People with weapons who  only 2 months ago killed and tortured our compatriots. Therefore, the  explanations of our government bodies are not convincing. The  situation must be viewed in a comprehensive manner. Flags and signs  that Azerbaijanis use as a pretext to deploy their military nearby.  This is also used as an excuse for their movement. It got to the  point that people avoid going to the hospital at night because of the  Azerbaijani military. And what if an accident or a crime occurs on a  so called ''Azerbaijani'' road section, which is advised by our NSS  to pass rapidly? Under the laws of which country, representatives of  which country will the investigation be carried out? Until all these  issues are resolved, the zone must be demilitarized. The process is  proceeding with unacceptable speed, a mechanical border determination  is applied in the absence of grounds or poor justification, there is  unpredictability of consequences and non-participation of residents,  complete violation of the established rural life, total gross  violations of the rights of residents - the military of the country,  which declares ethnic cleansing and genocide are in the immediate  vicinity''. said Arman Tatoyan.

The Ombudsman of Armenia stressed the need to immediately stop the  process, adding that what is happening fundamentally contradicts all  conventions and other legal acts.

Tatoyan also presented evidence of the policy of hatred towards  Armenians carried out by Azerbaijan and, first of all, by the  president of this country, the ultimate goal of which is the complete  extermination of the Armenian nation and the seizure of the Armenian  territory, which is presented in Azerbaijan as "its historical  homeland". At the same time, he presented several videos of the  murder, torture and beatings of captured Armenians, filmed and  published in social networks by the Azerbaijani military.
