ArmInfo.The policy pursued today by Azerbaijani President Ilham Aliyev is very far from the independent policy of the president of a sovereign state. Doctor of Historical Sciences Hayk Demoyan expressed a similar opinion to ArmInfo.
"In reality, Aliyev obediently and very successfully carries out practically all instructions coming from Moscow. There are many reasons for such motivation in his actions. I will note only one. Billions of personal funds of the Aliyev family have been invested in the Russian economy. This alone makes him vulnerable and, accordingly, dependent on Moscow." - he stressed.
In this light, the historian believes that the President of Azerbaijan has no particular motivation and potential to oppose Moscow's plans to further develop the situation around Artsakh. According to him, initially, since the 90s, Moscow has always viewed itself as the sole controller of the Lachin corridor. And today Demoyan assumes that Russia is considering the possibility of giving the Lachin corridor the functions of a buffer zone in the status of a part of Artsakh between Armenia and Azerbaijan.
Pointing at the deployment of the Russian military in the extremely limited territory of Artsakh, Demoyan stressed the need for their deployment also at strategic heights. In his opinion, the Russian military are well aware of their own vulnerability in view of the Azerbaijani control over Shushi. In this light, he predicts the imminent deployment of the Russian military in Shushi itself under some pretext and as a result of some incident. After that, one can assume their appearance in Hadrut.
Against the background of such prospects, the historian regretfully noted the marginalization of the political elites both in Artsakh and in Armenia itself. According to his estimates, the problem arising from this today rests on the absence of the main thing - the formation of the rationale for the decisions made. And as a consequence, there is no culture of long-term forecasting, analysis, planning. That is, everything that is inherent in any state.
