ArmInfo. The Ombudsman of Armenia Arman Tatoyan has specific data on the fact of terrorizing the population of the border villages of the Kapan district of the Syunik region by the Armed Forces of Azerbaijan.
Following his visit to the city of Kapan and the border villages of Nerkin Hand, Shikakhokh, Srashen, Tsav and Chakaten, the Ombudsman noted that the Azerbaijani servicemen keep the residents of the villages under constant tension, systematically, day and night, firing shots and thus preventing people from calmly to engage in their labor, agriculture and animal husbandry. According to Tatoyan, the shots cause serious concern among residents, especially for the safety of women and children.
According to him, under the direct sight of the Azerbaijani military, sometimes located at a distance of less than 1 km. were divided pasture and arable land of some communities. This circumstance grossly violates the rights to life and health, physical and mental integrity and property rights of Armenian villagers guaranteed by international conventions, depriving them of the opportunity to earn a living.
The reason for this is the use of mechanical approaches to delimiting borders, without the involvement of special commissions and without respecting the interests of residents living in border communities. Following the visit to the region, the Ombudsman intends to prepare proposals that will be submitted to the competent state bodies.
