According to the Ombudsman, the appearance of flags and signs in these places was the result of terrorist methods of the policy of ethnic cleansing and genocide against Armenians in Artsakh, torture and inhuman treatment of civilians and the military, and other atrocities..

The Human Rights Defender of Armenia believes that jihadists and ISIS terrorists were used against Artsakh, who committed war crimes and atrocities against Armenians. The civilian settlements of Artsakh underwent deliberate mass destruction, including with the use of prohibited cluster weapons. From the first day of the war, all these actions were accompanied by the state policy of inciting anti-Armenian hatred and enmity towards the Armenians.
Armag Tatoyan recalls that during the war more than 100,000 civilians were forced to leave their permanent places of residence, and about 40,000 people were left homeless. The top leadership of Azerbaijan and Turkey speaks openly about Armenia and everything Armenian in the language of threats and genocide. The highest bodies of Azerbaijan and public figures insult the Armenians, the entire Armenian people in order to humiliate their dignity, encourage and publicly incite hatred. The process of defining the borders of Armenia is taking place under the threat of war and the use of force. Because of the threat of war, borders are determined by mechanical methods and with unacceptable speed, without professional work, with gross violations of international rules, the rights and legitimate interests of the border residents of Armenia are ignored.
The process, according to Arman Tatoyan, is accompanied by gross violations of property, economic and other socio-economic rights of the border residents of Armenia. Other rights to life, dignity, physical, psychological integrity and vital importance of the residents of the border regions of Syunik, Gegharkunik and the entire population of Armenia, which, in general, are under serious threat, have also been violated. There is no predictability and certainty for residents of border areas. "Consequently, the determination of the boundaries with the described approaches will not contribute to the peaceful coexistence of peoples in the region. On the contrary, it will create fertile ground for incessant hatred and enmity towards Armenians in Azerbaijan, constant gross violations of human rights and other dangerous manifestations," the Ombudsman of Armenia said in a statement.
