Speaker Taron Simonyan stated that Armenia is a parliamentary state and the National Assembly plays a special role in it. The MP stressed that in this way the National Assembly cannot remain aloof from the political-legal and military-political processes.
"I propose to discuss the issue of how legitimate the actions of the Prime Minister were when he signed the tripartite statement on Artsakh. I do not dispute that the Prime Minister has the authority to sign this or that statement. However, in this case, there was a situation in which Armenia assumed obligations at the state level. Consequently, Pashinyan did not have the right to make such a decision without a corresponding decision of the parliament, given that we live in a parliamentary republic, "Simonyan emphasized.
The MP also noted that the clauses specified in the agreement of November 9, 2020 actually increased its legal significance. Consequently, the Bright Armenia considers Pashinyan's actions illegal.
"Thus, we believe that the Prime Minister of Armenia exceeded his official powers by taking on the duties of the parliament," concluded Simonyan.
