ArmInfo. 15 approved programs are being implemented in Armenia and Artsakh, aimed at temporary solutions in the post-war period of social problems of the affected citizens. Minister of Labor and Social Affairs of the Republic of Armenia Mesrop Arakelyan stated this at a press conference in Yerevan on December 25.
According to him, one of these programs is aimed at financial assistance to citizens registered in Karabakh. It provides for the provision of 68 thousand drams for each person, plus 15 thousand drams for those who do not have property. As of today, about 90 thousand people or about 98% of the beneficiaries have already taken advantage of this program, for the implementation of which about 6.5 billion drams were allocated from the state budget. The Minister stated that there is a small group of people who were denied participation in this project. On each separate case, discussions are underway with the Karabakh partners. Since yesterday, an electronic platform has been launched to receive complaints and applications, where citizens have the opportunity to submit their justifications and become beneficiaries of the program.
Another program concerns the residents of Karabakh who found themselves outside their settlements controlled by Azerbaijan. According to rough estimates, we can talk about 30 thousand beneficiaries, of which 5 thousand have already received assistance. We are talking about financial assistance in the amount of 300 thousand drams for each adult and minor.
The next program, providing assistance in the amount of 250 thousand drams for each beneficiary, is designed for persons who, due to the destroyed real estate, are currently unable to live in their homes. The acceptance of applications within the framework of this program will begin tomorrow.
From today, the implementation of a project to provide financial assistance to families who have sheltered Karabakh residents begins. This category of citizens in Armenia will receive 30 thousand drams, and in Artsakh - 45 thousand drams.
From January 2021, another program will be launched, which will affect persons temporarily employed in Armenia. They will receive assistance in the form of wages in the amount of 100 thousand drams, and employers - 34 thousand drams for each employee. In addition, the residents of Artsakh involved in community work on a daily basis will also be able to benefit from assistance in the amount of 8 thousand drams for each day of work. Details on this program, as the minister noted, will be presented in January 2021.
Two more programs concern citizens of Armenia, whose property was damaged as a result of hostilities on the territory of the republic. The regional administrations made an inventory of this property, on the basis of which the citizens of Armenia received individual compensation in the amount of 50 million drams for each destroyed real estate. A program has already been developed to provide assistance to the families of killed and wounded civilians. Thus, the families of the killed citizens will receive a one-time aid in the amount of 5 million drams, and the families of wounded citizens - from 1 to 3 million drams, depending on the degree of disability.
As the minister noted, a number of other programs are being implemented, including in the area of servicemen through the Insurance Foundation for Servicemens, as well as a program to pay for utilities. Some programs, the minister continued, are temporary in nature - from three to six months, since the government of Karabakh is making efforts for restoration work, but projects will be carried out as long as it is vital.
