Konstantin Zatulin: Now Armenia is in depression and I think that it  is not the time to negotiate on the status of Artsakh

Now the situation is such that not only 7 regions demanded by the Azerbaijani side, but also part of the territory of Karabakh - the Hadrud region and the  city of Shushi are under the control of Azerbaijan. Konstantin  Zatulin, First Deputy Chairman of the Russian State Duma Committee on  CIS Affairs, Eurasian Integration and Relations with Compatriots,  said this during a discussion organized by the Union of Armenians of  Russia.

Zatulin noted that, in his opinion, the solution of the Karabakh  issue should have been not phased, but package. "I didn't really  believe that a stage-by-stage solution to the conflict was possible.  I thought that the 7 districts around Artsakh should be returned and  the status of Karabakh should be determined. Otherwise, there would  never be peace. Now the problem is in losing in hostilities, and in  losing in the diplomatic field, "the lawmaker noted.

He stressed that at a certain stage of hostilities, Azerbaijan  demanded that Azerbaijani refugees return to Shushi, and Putin  offered this option to Pashinyan. But this option was rejected.  According to the lawmaker, then the situation did not develop in  favor of the Armenian side, and the Azerbaijanis took the city of  Shushi.

"Now Armenia is in a depression and now I think that it is not worth  negotiating on the status of Artsakh.  The situation is quite  difficult now and Armenia is not ready to negotiate on this issue. It  is necessary to insist on this issue, but it is necessary to enter  into negotiations after Armenia resolves all its internal political  issues, "Zatulin concluded.
