ArmInfo. The information spread in the media yesterday about the alleged presence of a record of the order of the Prime Minister of Armenia Nikol Pashinyan to stop mobilization during the days of the war does not correspond to reality. This is stated in the explanations of the Special Investigation Service, published on the department's website on December 16.
According to the source, yesterday on the "Pastinfo" news site information was published, which was confirmed by former head of the military control service of the RA Defense Ministry Movses Hakobyan. According to this information, the body conducting the proceedings was provided with the records of Nikol Pashinyan's order to stop replenishing the army. As a result, the body conducting the proceedings according to the information provided by Hakobyan found itself in a desperate situation.
Meanwhile, SIS considers it necessary to report that the above information is not true. Moreover, during the interrogation of Movses Hakobyan, the preliminary investigation body demanded this information from him, but M. Hakobyan not only did not provide clear information about the person who had such a record, but also gave evasive answers to all questions. "In order to avoid the dissemination of false information and misunderstandings among the public, we advise you to obtain clarifications from the body conducting the proceedings in advance, since this practice puts the investigating authority in a difficult position," the SIS said.
To note, former head of the Military Control Service of the Armenian Defense Ministry Movses Hakobyan, who was dismissed earlier, stated at a press conference that a crime had been committed in the very first days of the war, which caused further problems. "Another crime was committed here, the head of state stopped the replenishment. The Prime Minister of the country issues an order to stop the replenishment and instead send volunteers to the front line on the third day of the war," Hakobyan said, noting that the officials responsible for this process cannot deny this, since there is a recording of the conversation.
He added that during the first battle, some of the volunteers died, and some fled in panic. "On the fifth day in Artsakh, we had 1,500 escaped people who were isolated in different places so that they would not return and cause panic in Armenia. And people from the army were assigned to so many people to keep them, to feed them with soldiers' food, and our esteemed Colonel General Seyran Ohanyan, Colonel Balasanyan, General Aleksanyan and various servicemen carried out explanatory work in order to return some of them to the ranks of the army>, said Hakobyan.
He noted that the mobilization was not carried out, and the head of state, the minister of defense, the military commissariat and the minister of territorial administration are responsible for this, and not the chief of the General Staff. According to Hakobyan, as of September 30, Karabakh fulfilled its plan of replenishment by 78%, Armenia - by 52%. <This had to be done within 40 hours, and this was on the 5th day, on the second day the situation was even more difficult in terms of the percentage of replenishment>, Hakobyan said, noting that all the problems came from here.
