ArmInfo. The establishment of stability and final peace in Artsakh is possible only if the Karabakh conflict is settled in accordance with international norms. Political scientist Stepan Grigoryan expressed this opinion to ArmInfo.
"If the international community resolves the conflict bypassing, in disregard for the norms of international law, the conflict cannot be resolved. Actually, this process has already begun. The tripartite statement signed by Armenia on November 9, of course, does not comply with international standards, "he stressed.
According to the political scientist, this document was outside the framework of the OSCE Minsk Group, endowed with a corresponding mandate in the international settlement format. In this light, Grigoryan pointed out the absence in the statement even of a mention of one of the most important points of the settlement - the issue of Artsakh's status. Meanwhile, everything else: the withdrawal of the Armenian troops, the return of refugees, the resumption of communications, the unblocking of communications are there. And some of these points are already in the process of being implemented.
A stable peace, according to the forecasts of the political scientist, can be achieved only if the interests and interests of all parties to the conflict are taken into account. Meanwhile, in the statement of November 9, the interests of the Armenian side were obviously not taken into account. This state of affairs, according to his estimates, cannot become the basis for long-term stability. In this light, assessing the establishment of the truce positively, Grigoryan considers talks about a final resolution of the conflict premature. In his opinion, appropriate adjustments can be made to the existing document on the armistice at any time. First of all, given the fact that the international norms on the basis of which this can and should be done have not disappeared. In this light, the political scientist sees the need for Yerevan's efforts to restore the negotiation process within the framework of the OSCE Minsk Group.
