ArmInfo.The OSCE Minsk Group can achieve success only in the event of new, crucial steps by the US and France towards the final resolution of the Nagorno-Karabakh conflict. A similar opinion was expressed to ArmInfo by Viktor Nadein-Raevsky, a senior researcher at the Institute of World Economy and International Relations of the Russian Academy of Sciences, a Turkologist.
"Nevertheless, today I do not see the potential for taking steps of this scale among these two co-chairing countries. Meanwhile, the third co-chairing country, Russia, is promoting its own agenda. Taking into account the suspension of bloodshed in Karabakh, it is quite understandable for Russia," - he noted.
In this light, the Russian expert described the Moscow talks between the Foreign Ministers of Armenia and Russia Ara Ayvazyan and Sergey Lavrov as part of the process within the framework of the above- mentioned logic. According to him, the ministerial meetings held on December 6-7 were held in a constructive, allied atmosphere. And there were no tangible disagreements on their results. Emphasizing the idea of the importance of the Russian language, voiced at the talks by the foreign ministers, Nadein-Raevsky described this factor as far from accidental. According to him, Moscow demonstrates its own readiness and disposition for constructive work towards ensuring the security of Karabakh.
On the whole, the expert characterizes the stage in the Armenian-Russian relations that began after the trilateral statement of November 9 as more positive than the previous one. Nadein-Raevsky explained the latter by the fact that the war was stopped according to the Russian program. And the trilateral statement contained references not only to the results of the war, but also to the basic principles of settlement. "I regard the statement by Russian Foreign Minister Lavrov about the forced adoption of the trilateral statement by all interested parties as a hint of the reluctance of some of the mediating countries to accept it.
