ArmInfo.Azerbaijani President Ilham Aliyev assures that he has settled the  Nagorno-Karabakh conflict and there is no conflict anymore. According  to AzerTAc, Aliyev Jr. made this statement in his address to the  nation.

" It is a historic victory. There is no Nagorno-Karabakh conflict  anymore. If anyone thinks that the conflict continues, he is  mistaken. People living in Nagorno-Karabakh today are citizens of  Azerbaijan.  

I want to once again say that they will see that their life in the  sidelines of united Azerbaijani state will be good. They will get rid  of this poverty. Look, we are now building a railway from Barda to  Aghdam. The distance from Aghdam to Khankendi (Stepanakert, the  capital of Artsakh) is 20-30 kilometers. How long will it take to get  from the capital of Armenia to Khankendi?, "Aliyev said, adding that  today it is necessary to build your strategy, take tactical actions  so that from now on there will be no source of threat in this region.

He also recalled that in the ninth paragraph of the trilateral  statement of November 9, it is indicated that all economic and  transport ties are being restored in the region.  "In order to  organize the unimpeded movement of citizens, vehicles and goods in  both directions, the Republic of Armenia guarantees the safety of  transport links between the western regions of the Republic of  Azerbaijan and the Nakhchivan Autonomous Republic. Control over  transport links is carried out by the bodies of the Border Service of  the Federal Security Service of Russia and, by agreement of the  parties, construction will be ensured connecting the Nakhchivan  Autonomous Republic with the western regions of Azerbaijan," the  President of Azerbaijan continued, while boasting that this 9th point  was included in the Statement solely at his insistence.

In this regard, he was also forced to admit that in the peace plan,  which had been discussed for many years, there was no such clear and  specific provision, it was assumed that all communications would be  opened, but about the corridor that would connect the Nakhchivan  Autonomous Republic with the main part of Azerbaijan, out of the  question.

At the same time, Aliyev assured that this corridor would be  absolutely safe. "At the same time, the second issue is the  construction, by agreement of the parties, of new transport  communications connecting the Nakhchivan Autonomous Republic with the  western regions of Azerbaijan. For a complete and future- oriented  solution of this issue, an additional point was included. Namely, if  necessary, there should be two corridors. We are taking Nakhchivan  out of the encirclement, at the same time opening a new transport  artery. I can say that all countries will only benefit from this.  Azerbaijan is connecting with its integral part - Nakhchivan. 

Azerbaijan connects with Turkey. Russia, Azerbaijan, Turkey, Iran  and, Armenia, if it wants, can also connect to this corridor. Thus, a  new five-sided cooperation platform can be created in the region. I  have already brought this idea to the attention of the presidents of  Russia and Turkey. Both Recep Tayyip Erdogan and Vladimir Putin  reacted positively to this," the President of Azerbaijan said,  assuring that Azerbaijan is ready for cooperation.  

Aliyev said that among the issues specified in the ninth paragraph,  the priority for the country is the issue of connecting Azerbaijan  with the Nakhchivan Autonomous Republic and at the same time creating  a new transport corridor between Azerbaijan and Turkey.  "As you  know, several years ago we put into operation the Baku-Tbilisi-Kars  railway. This is already a railway connection between Turkey and  Azerbaijan. If this project is implemented as well - I am sure it  will happen - it will be a new link, and each of the five countries  can benefit from this. 

What could be better than this project for regional security and  cooperation? Nothing. Today, on December 1, -we already see the  development of these works. I can say that the Azerbaijan Railways  Closed Joint Stock Company has already been instructed to analyze the  Horadiz-Zangilan railway, which was destroyed by the hated enemy, and  to make preliminary calculations. At the same time, during the visit  of the delegation of the Russian Federation to Azerbaijan, issues of  the restoration of railways were discussed, "Aliyev summed up.
