The City Council of Saint-Etienne (France) calls on the government of the country to recognize the independence of the Republic of Artsakh, and to establish diplomatic relations with the authorities of the latter. The international recognition of the Republic of Artsakh, according to the report, will ensure the territorial integrity of Artsakh, and effectively protect the population, which has the right, like the people of Azerbaijan, to a peaceful life and search for better ways of development.
"Since September, we have witnessed the resumption of the Karabakh conflict in the Caucasus, in which the Azerbaijani army attacked the Armenian people. The status quo resulting from the end of the conflict has never been conducive to a stable political solution, as the Minsk Group countries, including France, did not seem to be so interested in finding a solution acceptable to all parties. The time has come to admit that the Minsk Group has largely failed to fulfill the mission entrusted to it, "the statement reads.
According to representatives of the city authorities, the ceasefire on November 9 does not mean the end of the conflict, and the deployment of Russian troops cannot serve as a political solution. Meanwhile, as noted in the statement, this allows Moscow to take a strong and stable position in this strategically important region.
"France should be able to play a significant role in the search for a political, peaceful and, in particular, a long-term solution, based on historical ties with Armenia.
Together with all EU countries, France must also demand that all UN resolutions be respected and that international troops be deployed instead of the Russian army, as well as demand the immediate withdrawal of Azerbaijani troops from the forcibly seized territories. In addition, France and the international community must demand humanitarian corridors designed to provide the civilian population with essential non-military goods, "the statement said.
It is reported that the City Council of Saint-Etienne also decided to allocate 30 thousand euros to the Armenian Fund of France in order to meet the needs of the civilian population of Artsakh.
