Suren Parsyan: Hayastan All-Armenian Fund had no right to transfer  funds to the state budget

ArmInfo. The Hayastan All-Armenian Fund, according to the charter, had no right to transfer funds to the state budget - the Fund can only incur expenditures in  the areas of the statutory goals. Economist, candidate of economic  sciences Suren Parsyan wrote about this on his Facebook page.

In this vein, he noted that neither coverage of the RA budget  deficit, nor military expenditures belong to this category. "The  funds can be used within the programs approved by the Fund," the  economist stressed.

"In general, the RA state budget is a "pot" in which there is no  target direction of the transferred money.  Therefore, these amounts  could be spent for any purpose, including paying salaries and  bonuses," Parsyan noted.

According to him, about $ 170 million collected by Armenia and the  Diaspora will be needed to restore the infrastructures of Artsakh, in  particular, to restore roads, buildings, bodies, schools and other  civilian objects, as well as to pay for utilities (electricity,  water, gas, Internet).  

To note, yesterday RA Deputy Prime Minister Mher Grigoryan, answering  parliamentarians' questions, noted that part of the funds donated to  the Hayastan All-Armenian Fund within the framework of the initiative  "We and Our Borders: Everything for Artsakh" were transferred to the  RA government in order to increase the efficiency of expenditures.
