Deputy Minister of Foreign Affairs of the Republic of Armenia Shavarsh Kocharyan stated this on November 5 at the discussions in the parliamentary committees on the draft state budget of Armenia in 2020.
According to him, this reality is the obvious truth. The Deputy Minister is sure that a turning point will come in the near future and depending on the development of events at the front, everything will change significantly. Shavarsh Kocharyan stressed that in a war one cannot rely on allies and neighbors. "The position of those who think so differently may be disastrous for the state. We need to hope for our own capabilities, "the Deputy Minister noted. He added that in the name of preserving the land and existence, "first of all, we ourselves must fight." Another question, Kocharyan continued, is that through international cooperation to get maximum assistance from both neighbors and allies.
He added that the Foreign Ministry continues to work within the framework of the Eurasian Economic Union, including with the organizations of the EAEU, CSTO and the CIS. Similar consistent work is being carried out with neighbors - Georgia and Iran, which, for obvious reasons, cannot but worry about this situation. The appearance of terrorists near the borders of Iran causes a certain concern in Tehran, which the Iranian authorities are openly talking about. As a result, Iran has to carry out preventive work. The Russian Federation also feels the same danger, since we are talking about the North Caucasus, and in general, the entire territory of the CIS countries, including Central Asia.
"That is, there is such a situation that worries many states with which we have in-depth relations," the Deputy Minister said. He also stressed that no international organization, except for the UN, has the right to interfere in the conflict. For this reason, a decision by the UN Security Council is needed, which can be in different versions. There may be economic sanctions, but there may also be direct use of force.
The co-chairs of the OSCE Minsk Group, who are also permanent members of the UN Security Council - Russia, the United States and France, presented a balanced approach, which was later to be voiced in closed discussions. The heads of these states also made a statement, but there were no results. This means that the problem must be resolved on the battlefield. In the 1990s, the situation was much more difficult, but we managed to cope with it. The unity of the people is important here.
