We are far from indifferent to the fact that hostilities have unfolded between the two peoples traditionally friendly to Russia because of a problem that, in our deep conviction, had long had to be solved exclusively by political and diplomatic means. Russian Foreign Minister Sergei Lavrov said this in a written interview to Kommersant.
According to him, taking into account the fact that Russia is connected with Azerbaijan and Armenia by a common history, culture, advanced humanitarian and economic ties, the manifestation of diktat, coercion, the use of the pressure path from the Russian Federation is more than inappropriate. The task of Russia as the main mediator is to help Armenia and Azerbaijan get out of the hot phase and find a peaceful way to resolve the aggravated contradictions. "We are working in this direction at all levels. Russian President Vladimir Putin practically on a daily basis makes mediation efforts aimed at resolving the situation. On his initiative, an agreement was reached on a humanitarian truce at the end of the first decade of October. We are doing everything possible, including together with the United States and France, co-chairmanship partners in the OSCE Minsk Group, so that this agreement works in full force. At the same time, we offer possible options for a political settlement. We hope that ultimately a constructive approach will prevail in Baku and Yerevan, hostilities will stop and the Karabakh process will return to political mainstream, "- said the head of the Russian Foreign Ministry.
Sergey Lavrov noted that the Russian authorities have taken preventive measures to prevent clashes between citizens of the Russian Federation of Azerbaijani and Armenian origin on Russian territory. "We, of course, are concerned about the internationalization of the Nagorno-Karabakh conflict and the involvement of militants from the Middle East. We have repeatedly called on external players to use their capabilities to prevent the transfer of mercenaries, whose number in the conflict zone, according to available data, is already approaching 2,000. in particular, it was raised by Vladimir Putin during a telephone conversation with Turkish President Recep Tayyip Erdogan on October 27, in regular contacts with the leaders of Azerbaijan and Armenia (President Ilham Aliyev and Prime Minister Nikol Pashinyan - Kommersant). We persistently continue to promote our position through various channels ", - said the head of the Russian Foreign Ministry.
He also stated that it is difficult to achieve a sustainable ceasefire without agreements on effective control measures. The Moscow statement of October 10 states that the specific parameters for observing the ceasefire will be further agreed upon. This is a pretty tricky job. There are various approaches to solving this issue. There are options for using various electronic means of control, a hotline between Yerevan and Baku, observers under the auspices of the OSCE, conducting operations with the participation of military contingents. So far, it has not been possible to agree on all parameters. Work in this direction continues, including within the framework of the co-chairmanship of the OSCE Minsk Group. "The main thing is that any mechanism must be acceptable to the parties and assume the possibility of an early deployment," the head of the Russian Foreign Ministry stressed.
