However, at this stage, the impression that these statements were ignored by those to whom they were addressed should not be formed. A similar opinion was expressed to ArmInfo by Konstantin Zatulin, First Deputy Chairman of the Committee on CIS Issues of the RF State Duma.
"Disregard for statements calls into question the authority of the OSCE Minsk Group co-chairing countries. This is fundamentally unacceptable if we: Russia, the United States and France are concerned about our own international weight, image and influence. In this light, I believe that after the statements of the presidents of the countries co-chairs on the need to immediately stop hostilities today, it is also necessary to immediately start discussing joint effective efforts in this direction, "he stressed.
According to the deputy, this is a complex of measures aimed at an immediate end to the war. According to Zatulin, these measures should certainly be taken, since the continuation of the confrontation is unacceptable. Non-compliance with the agreements, in his opinion, took place, first of all, due to the lack of agreement between the parties to the conflict on the issue of the deployment of observers. In this light, the issue of placing observers, and subsequently peacekeepers, becomes part of the agenda.
The deputy explained the absence of unilateral assessments of Moscow at the official level by Russia's desire to remain as a mediator in the settlement of the conflict. In contrast to the supportive and inspiring Azerbaijan to continue the war, Turkey. At the same time, at the expert-analytical level, in the media, assessments are becoming more and more objective, which Zatulin determines by the awareness of the need for an objective analysis of what is happening.
"An objective analysis speaks of the initiation of hostilities by Azerbaijan. The unacceptable requirements and preconditions of Baku and Ankara to stop the actions initiated by them. This is the lack of recognition of the right of Artsakh to self-determination and the withdrawal of Armenian forces from the conflict zone. This, no doubt, reveals the presence of an Azerbaijani-Turkish plan to clean up the entire region, confirming Armenia's statements about the existential nature of the current problem. Such a strategy of the Azerbaijani-Turkish tandem cannot be acceptable to Russia under any condition, "the Russian parliamentarian concluded.
