Lavrov: Mechanisms of control of the ceasefire regime are the key to  sustainable peace

The decisive role  in reaching agreements on a humanitarian ceasefire, reached on the  night of October 9-10, was made by Russian President Vladimir Putin. Russian Foreign Minister Sergey Lavrov said this in an interview with Russian journalists, noting that he twice had telephone conversations with the Russian leader that night.

He also called the talks with the Foreign Ministers of Armenia and  Azerbaijan unique.

"We also contacted Sergey Shoigu, since the declaration of a  ceasefire would not be sufficient if there were no mechanisms for  monitoring the ceasefire. The second paragraph of the agreed document  provides for this. In recent days, I have contacted my colleagues in  Baku and Yerevan several times, Sergey Shoigu and the president did  the same. Shoigu addressed the defense ministers, and the president  talked with the leaders of the conflicting parties, and our main  message is that it is necessary to immediately stop hostilities and  meet with the military in order to immediately agree on mechanisms to  control the ceasefire regime, which is referred to in our document.  And which has not actually begun to be discussed yet, "Lavrov said,  adding that he sent the corresponding message literally half an hour  ago when the Azerbaijani Foreign Minister called him, and the same  message is sent to his Armenian colleagues.

He is convinced that now this is the key to sustainable peace.

To clarify what kind of control mechanism it is, the Russian Foreign  Minister stated that in any conflict, when politicians reach an  agreement on a ceasefire, the military on the ground immediately  agree on what measures need to be taken for this, who will  objectively observe the observance of the ceasefire regime.   According to him, this is a common practice in any conflicts, as it  was in 1994 in Nagorno-Karabakh.  According to him, this is not  something magical.
