ArmInfo.The ratification of the revised Council of Europe Convention on Cinematographic Co-production will enable Armenia, which has a shortage of financial resources, to carry out joint filmmaking. On September 18, Deputy Minister of Education, Science, Culture and Sports of the Republic of Armenia Arayik Khzmalyan stated this from the rostrum of the RA National Assembly, presenting the document for ratification.
The Deputy Minister stressed that it is especially important that the convention establishes the procedure for joint filmmaking with countries with which a member state does not have a bilateral agreement. The document will stimulate the development of domestic film production, enhance the country's image at the international level, strengthen cooperation with the member states of the Council of Europe, and contribute to the development of cultural diversity. The convention will become a corridor for the development of cooperation with European countries.
The Deputy Minister also said that since 2006, 28 full-length, short and documentary films have been produced in Armenia. 8 more projects are under development.
To note, the purpose of the revised Convention is to provide a legal and financial framework for the co- production of feature films with the participation of film companies established in three or more States Parties. The revised Convention can also be used as a bilateral framework in the absence of a specific co- production agreement between the two Parties. The participation of one or more co-producers who are not established in such Parties is possible, provided that their total contribution does not exceed 30% of the total cost of filmmaking. The Convention updates the provisions of the 1992 European Convention on Cinematographic Co-production to reflect the profound changes that have taken place in the film industry in recent period.
