ArmInfo.Chief of Staff of the President of Armenia Emil Tarasyan presented the candidacy of Artur Vagharshyan for the position of Judge of the Constitutional Court, the latter had been nominated by President Armen Sarkissian.
As Tarasyan stated, the decision on nomination was made in the order of priority on the basis of the list formed by the advisory working group, which was created by the President. Artur Vagharshyan is a Doctor of Law, professor.
The President has nominated Artur Vagharshyan for the second time. For the first time, Vagharshyan's candidacy was rejected by parliament on May 29, 2019. On May 30, 2019, the President nominated Vahe Grigoryan for this position, who was elected as a judge of the Constitutional Court on June 18, 2019. In total, the President presented to parliament five candidates for the position of a judge of the Constitutional Court. Parliament rejected four of them.
To recall, the National Assembly of Armenia adopted amendments to the law "On the Constitutional Court" on June 30. In accordance with them, the powers of all judges of the Constitutional Court are limited to 12 years. After the amendments were adopted, three judges who had worked for more than 12 years were dismissed from their posts: Alvina Gyulumyan, Hrant Nazaryan and Felix Tokhyan. Head of the CC, Hrayr Tovmasyan, has become an ordinary judge. New judges will now be elected instead. One candidate is proposed by the Government, the second - by the President, and the third - by the General Assembly of Judges.
The General Assembly of Judges nominated Yervand Khundkaryan, the Government -Edgar Shatiryan, and the President -Artur Vagharshyan.
