ArmInfo. If under the conditions of the state of emergency, the government, one way or another, still presented at least some kind of report in parliament, then by declaring a quarantine regime, the government will simply ignore the parliamentary forces at all, and will make decisions independently.
Thus, the adopted law once again testifies that a ''super-prime minister'' system of state governance has been established in Armenia has. The lawmaker of the "Bright Armenia" parliamentary faction Gevorg Gorgisyan expressed a similar opinion to ArmInfo.
To note, on September 4, the Armenian parliament adopted a package of amendments to the laws "On ensuring the sanitary-epidemic safety of the population" and "Protection of the population in emergency situations". According to the amendments, the state of emergency will not be extended from September 12, it will be replaced by the restrictions and measures proposed by the bill. One of such measures is the establishment of a quarantine regime, including in certain settlements.
Moreover, individual adjustments to the bill adopted by the political majority make it possible, according to Gorgisyan, to assume that all this is being done solely on the basis of political expediency. In this light, the oppositionist did not rule out the establishment of quarantine regimes in the regions on the basis of very dubious justifications, and precisely during the protest action against certain government decisions.
The lawmaker considers the fact that the law defining quarantine provides for 11 types of fines is evidence of the original intention of the authorities to fine and intimidate citizens. Gorgisyan explains this position by the absence of at least one well-reasoned justification for combating the pandemic in some other way."The government made many promises to the people, acting today contrary to these promises. However, given the absence of critical problems in Armenia that require immediate solutions, there is no ground for Pashinyan's resignation so far. This summer, we visited a number of regions, and saw that citizens still have expectations. Psychologically, they are not ready to admit that they are deceived. And they insist that it is impossible to return in 2 years the funds stolen for decades. Some are afraid of Pashinyan's main myth, according to which only "former regime representatives" can be an alternative to him. And people still hope for the best, "the lawmaker concluded.
