ArmInfo. In the course of the investigation against the former head of the RA Police Vladimir Gasparyan, new abuses were revealed.
As reported by the Investigative Committee, on August 9, the journalist of Radio Liberty gave a message that the day before, on August 8, at around 16:00, during the preparation of a report on illegal buildings on the shore of Lake Sevan on the Sevan-Shorzha road section, Vladimir Gasparyan obstructed journalistic professional activity, voicing threats to use violence that is dangerous to life and health. On this fact, a criminal case was initiated under Part 3 of Article 164 of the RA Criminal Code (obstruction of the lawful professional activity of a journalist).
As a result of the investigative and procedural actions carried out during the preliminary investigation, it turned out that in the place of filming the reportage of "Freedom", that is, on the territory of the village of Drakhtik, Gegharkunik region, in the plan approved on December 19, 2017, two buildings near Lake Sevan, designated as of 28.01.2013, together with other buildings. These buildings are also absent in the building scheme approved by Drakhtik community leader on 02/20/2017.
In addition, it turned out that on December 20, 2017, the owner of the specified land plot submitted an application for state registration of the right to real estate at the specified address, in connection with which on December 25, an employee of the State Committee of the Real Estate Cadastre under the Government of the Republic of Armenia decided to suspend this production since there was a discrepancy in the submitted documents, and a number of buildings were in the area below the 1905 m. above sea level. However, the director and first deputy director of the National Park Sevan SNCO in 26.12.2017 and 19.01.2018 issued certificates stating that the main buildings located at this address are located in areas above the 1905.0 m above sea level, on the basis of which, on January 19, 2018, the state registration of the right to real estate was carried out. In addition, during the construction, the requirements of the government decision were violated, according to which the installation of dividing walls or fences in the beach area is prohibited. Taking into account that in this criminal case data on visible crimes provided for by part 1 of Article 314 and Article 315 of the RA Criminal Code were acquired, a new criminal case was initiated on the facts of failure to take measures in the manner prescribed by law to prevent and suppress official forgeries and unauthorized construction of buildings and structures. The investigation is underway.
Recall that within the framework of another criminal case in which Vladimir Gasparyan is being held, cases of abuse of office, forgery and embezzlement on an especially large scale from state funds were revealed, as a result of which the state suffered damage in the amount of 114 million drams. For committing the aforementioned criminal acts, Vladimir Gasparyan was charged under paragraph 1 of part 3 of article 179 (two episodes) and part 2 of article 308 (two episodes) of the RA Criminal Code; to his ex-deputy Levon Yeranosyan - clause 1 of part 3 of article 179, part 1 of article 314 and part 2 of article 308 of the RA Criminal Code; Vardan Tunyan, who was the head of the Internal Audit Department - under part 2 of article 38-308, part 2 of article 308 and points 1 and 3 of part 2 of article 179 of the RA Criminal Code; to the commander of the military unit of the police forces Gurgen Grigoryan - under part 2 of article 38-308 of the RA Criminal Code.
