As reported by the office of the third president, the congratulatory message, in particular, reads: "Dear sisters and brothers in Artsakh, Mother Armenia and the Diaspora! I congratulate all of you on the all- Armenian holiday - Artsakh Independence Day!
On September 2, 1991, when the Artsakh Armenians in danger in one part of their historical homeland, in accordance with all the legal and international norms in force at that time, made a firm decision to proclaim Artsakh an independent state, they were well aware that they would pay extremely dearly for this decision, which unconditionally supported the Armenians of the whole world. At the cost of the lives of many of our sons, going through the calamities and hardships of the war, our people heroically defended the right of the Artsakh Armenians to live independently, freely and with dignity.
We all traveled this heroic path together, then together we continued the struggle for the formation of a new independent state, strengthening of statehood and ensuring the prosperity of the Artsakh Armenians. Today we can state with confidence: we have walked the path of liberation struggle and state building with honor. The evidence of this is the developing and growing Republic of Artsakh, which took place from year to year.
For almost three decades, all difficulties were surmountable, since Artsakh always felt the support of the Armenians of the whole world behind its back - Mother Armenia and the Diaspora. The strength of this trinity is the guarantee of our victories, and anyone who, guided by political or other interests, dares to violate it, weaken our national spirit and resistance, undoubtedly, will not have forgiveness, will also be awarded the judgment of history. Artsakh has always been and should remain a symbol of our unity and victories.
On this holy day, I bow my head before the memory of all those heroes, many of my comrades in arms, with whom I had the honor to walk the path of the heroic struggle for the independence of Artsakh. Glory to all our brave soldiers who fell in the name of Artsakh's independence! Our struggle is not over until the Republic of Artsakh is internationally recognized, until the enemy makes encroachments on the state borders of Artsakh, and the safety of our sisters and brothers is not fully ensured. Congratulations again on the national holiday - On the 29th anniversary of the independence of Artsakh, I wish you an indestructible peace, prosperity and strong faith in the future.
Artsakh made its choice and will never be a part of Azerbaijan again. Long live the free and independent Republic of Artsakh! Long live the Armenian people! "
