ArmInfo. There is a certain part of the society in Armenia that sincerely believes that the funds raised allegedly in the fight against corruption will be transferred to them. On August 27, the second RA President Robert Kocharyan stated this in an interview with a number of mass media in the republic.
According to him, there is no state in the world in which power was taken from one and transferred to another. And even if it was accepted, it was scattered, as a result of which no one would get any shares. They just use a populist formulation, which, unfortunately, according to Robert Kocharyan, is perceived by a part of the Armenian society as truthfulness and the same part of society expresses its confidence that if not today then it will happen tomorrow. Of course, it is necessary to fight corruption, but it must be carried out meaningfully. Over the past 2 years, public procurement by one person has increased by 72%.
Meanwhile, the public procurement system is one of the most vulnerable in terms of corruption. "How can one believe in the fight against corruption in this situation, if in only one of the sectors, most committed to this type of crime, the volume of public procurement by one person increased to 72%. And how can one believe in the absence of systemic corruption in Armenia against this background, "Robert Kocharyan noted.
He also touched upon high premium officials of the country. "If unplanned spending of $ 120 million on bonuses is conducted, this is the most blatant corruption. The statements by the representatives of the authorities about returning $ 105 million to the state budget do not justify them either, "the second President of the Republic of Armenia emphasized, adding that he used all his knowledge and experience in search of these $ 100 million, but found only a difference of 2 billion drams. "Consequently, either they are lying, or they collected these 105 million dollars and sent them to another pocket, and not to the state budget. And until the government shows these $ 105 million, where they came from and where they are directed, every citizen of the country will consider this money pocketed, '' said Robert Kocharyan, adding that if we add $ 120 million and $ 105 million, then there will be a colossal figure, moreover, about the figure officially declared by the state.
The second President of the Republic of Armenia is also surprised by the position of a number of diplomatic representations of the European Union countries, which pretend not to notice all this, especially when they speak of their extreme satisfaction with the fight against corruption in Armenia. Meanwhile, when these funds are illegally confiscated today, their consequences in the future will be very grave. The fate of the Golden Palace hotel complex is still unknown. Adopted to the balance of the state, this structure costs the state treasury 6 million drams monthly. "One fine day this power will change, and everyone in the courts will restore their rights, which are obviously violated," Robert Kocharyan said. It's just that during this period the property will deteriorate, followed by claims for compensation for damage and lost income. Today, the current government is laying a time bomb under the country's future, which will play colossal impact on the investment environment. 80-90 percent of investors prefer to work in Armenia through partners, they do not have time to stand over their heads and control the implementation of investment programs.
