ArmInfo.In the negotiation process on the settlement of the Nagorno-Karabakh conflict, it is necessary to be guided by the decisions taken by the international community. Russian Foreign Minister Sergei Lavrov said this at a joint press conference with Azerbaijani Foreign Minister Jeyhun Bayramov after bilateral talks in Moscow.
At the same time, he added that he also means the UN Security Council resolutions (which at that time pursued the immediate task of stopping the war), and the parameters of the negotiation process adopted at subsequent stages with the aim of a peaceful settlement. The Russian Minister recalled that this framework was developed within the OSCE, which established the Minsk Group co-chaired by Russia, France and the United States.
"And within the OSCE Minsk Group co-chairmanship, together with the parties - Armenia and Azerbaijan, a whole array of documents with varying degrees of detailing of approaches, but based on common principle that the problem must be resolved on the basis of the principles enshrined in the UN Charter and the OSCE Helsinki Final Act, has been developed ", Lavrov said, while noting that there are a number of documents signed by the presidents and foreign ministers of the two countries together with the co-chairs, where, even in the most general terms, a comprehensive approach to settlement is enshrined, which should eventually lead to a final settlement. Clarifying whether the basis for a settlement is still in place, the Russian minister once again stressed that a fairly serious basis had been developed that should not be lost. "Unfortunately, we have seen such attempts, including attempts to change the composition of the negotiators, which is unacceptable by the co-chairs. And we have publicly stated this. But, of course, there is a need for more intensive negotiations. The co- chairs planned to visit the region - Baku and Yerevan. It was also planned at some stage to organize another contact between the foreign ministers with the help of the co-chairs, "Lavrov said, adding that in order to implement the above plans, it is necessary to normalize the situation, including stopping all kinds of incidents not only in the zones adjacent to Karabakh, but also directly on the Armenian-Azerbaijani state border.
The Russian Foreign Minister also stressed that they hope that what happened in July on the Armenian- Azerbaijani state border will not happen again, and together with friends of Armenia and Azerbaijan, they will do their utmost to contribute to this.
In turn, Bayramov assured that Azerbaijan takes a constructive position in the settlement of the Karabakh conflict, which is confirmed by real actions. According to him, this is evidenced by the fact that Baku has been at the negotiating table for almost 30 years.
According to the Azerbaijani minister, Baku is committed to a political settlement of the conflict, however, negotiations should be substantive and around specific issues, based on already adopted documents, including UN Security Council resolutions.
