As reported by the press service of the NKR Foreign Ministry, the document, in particular, notes: "In the system of state administration of the Republic of Artsakh, the Ministry of Foreign Affairs is the body that develops and implements the policy of the Government of the Republic in the field of foreign relations.
Other bodies of the state administration system carry out their international activities in the field of foreign policy on the basis of the program of the President of the Republic of Artsakh in coordination with the Ministry of Foreign Affairs.
The Ministry of Foreign Affairs coordinates official international activities and international relations of other government bodies.
Official statements on foreign policy issues are made by the President of the Artsakh Republic, the Minister of Foreign Affairs of the Artsakh Republic, and other officials on behalf of the President of the Artsakh Republic.
Official information of a foreign policy nature is published by the press secretary or information service of the President of the Artsakh Republic, the press secretary or information service of the Ministry of Foreign Affairs, as well as representatives authorized by the Ministry of Foreign Affairs.
Officials and representatives of state administration bodies within the framework of their powers can make statements and comments on certain foreign policy issues only in accordance with the positions agreed with the Ministry of Foreign Affairs of the Republic of Artsakh.
The relations of the state administration bodies of the Republic of Artsakh with officials and bodies of foreign states, international organizations are carried out in agreement with the Ministry of Foreign Affairs. The state administration bodies of the Republic of Artsakh submit a report on the process and results of international cooperation to the Ministry of Foreign Affairs in due time. "
