ArmInfo. On July 13, President of Armenia Armen Sarkissian was presented for signing the laws on amendments to the "Code of Administrative Procedure" and on amendments to the law "On the Basics of Administration and Administrative Procedure".
According to the source, the office of the President of Armenia has carefully studied the laws and their possible impact on public life and business environment. Based on the results of the analysis, it can be concluded that the law traces mechanisms that are not entire, there are certain risks, in particular, in the field of rational exploitation of natural resources in the mining sector, protection of the rights and legitimate interests of the population.
The President stresses the importance of the fair application of the law. Otherwise, violations of property rights of individuals, the principle of social justice, irreversible damage to cultural heritage, the environment and public health may appear.
The application of laws must consistently ensure the right to effective judicial protection of individuals and organizations. Adequate, fair systems of compensation for violated rights must be created. According to the Constitution, the President of the Republic has no right to return laws with objections and proposals for their further discussion in the National Assembly.
If possible, more balanced laws could be adopted. By signing the laws, the President will oversee their implementation within the framework of the powers granted to him by the Constitution.
