ArmInfo.  Artsakh Security  Council Secretary Samvel Babayan made a statement in connection with the adoption of a new national security strategy by Armenia.

Thus, Babayan's statement received by ArmInfo recalls that at the  meeting of the Security Council of Armenia on July 10, a new strategy  for the national security of Armenia was adopted - a document that,  in fact, reflects the challenges and threats to the security of the  Armenians, principles and ways of overcoming them.

"In this manual on the security policy of the Republic of Armenia,  the key component of the pan-Armenian agenda of Artsakh is considered  separately - under the heading" ensuring the security of Artsakh ",  which is not accidentally combined with the independence, sovereignty  and territorial integrity of Armenia.

The global and regional transformations, which were reflected in the  RA National Security Strategy, nevertheless, did not change Armenia's  perception of the Azerbaijan-Karabakh conflict as the main challenge  to Armenia and the use of force by Azerbaijan in the context of the  Azerbaijan-Karabakh conflict as the main threat, and which acting as  a guarantor of the security of Artsakh is confirmed, "Babayan said in  a statement.

At the same time, he adds that Artsakh in this context will continue  cooperation with Armenia on the following principles:  "Firstly,  while remaining loyal to the mediation mission of the OSCE Minsk  Group, we continue to speak from the position of the principle of  compromise and peaceful settlement of the Azerbaijani-Karabakh  conflict.

Secondly, the principle of the right of nations to  self-determination, enshrined in the UN declarations, international  agreements on human rights, will underlie the peaceful settlement of  the Azerbaijan-Karabakh conflict as the exclusive right of the  Armenians of Artsakh to decide their fate.

Third, Artsakh will be transformed from an object of conflict into a  subject, returning to the negotiating table, thereby realizing the  subjectivity of the authorities elected by the people of Artsakh.

Fourth, the international recognition of the Republic of Artsakh has  no alternative.

And fifth and last, the security of Artsakh cannot be a subject of  bargaining under any circumstances. "

At the same time, it is emphasized that on the basis of the listed  historical, political and legal grounds, the Office of the Security  Council of the Republic of Artsakh will develop a concept for the  settlement of the Azerbaijan-Karabakh conflict, which will be  submitted for public discussion with the involvement of interested  parties.
