Since the time of Peter the Great, the key principles of the  investigative service have been honesty, dedication, fairness and  professionalism. All the activities of the investigative bodies in  solving the tasks assigned to them are based on these principles.

The Investigative Committee of Russia is the leading link in the  system of investigative bodies of the Russian state and it is for  this reason that the investigators of the Investigative Committee are  entrusted with the investigation of the most serious, high-profile  and resonant crimes. In their daily work, investigators of the  Investigative Committee of the Russian Federation are at the  forefront of the fight against crime, thanks to the accumulated  experience, they contribute to the improvement of investigative  practice and by their example confirm the highest professionalism, as  well as loyalty to the official duty.

I am sure that in the future, under your tactful and effective  guidance, the investigative officers will improve the quality of  investigative work, wage a persistent fight against all  manifestations of crime, consistently introduce new methods of  searching and consolidating evidence, while guaranteeing the  completeness and objectivity of the investigation of criminal cases,  ensuring the inevitability punishment, as well as protection of  constitutional rights and freedoms of citizens, interests of society  and the state.
