There are two factors that can prevent large-scale hostilities.  One of them is already carried out by our Ministry of Defense, our army, which has demonstrated that aggressive approaches will be followed by appropriate punishment.  Deputy Foreign Minister of Armenia Shavarsh Kocharyan stated this in  an interview with Armenian journalists in Minsk.

The second factor, according to Kocharyan, is diplomatic activity,  since the act of aggression was obvious.

<As for the international assessment, it should be recorded who was  the one who rejected the idea of mechanisms that, in such situations,  can identify the initiator of the provocation. Azerbaijan opposed  this and today it is trying to present the situation in such a way  that the Armenian side used force and launched an attack. However,  monitoring mechanisms are necessary so that international  organizations can rely on facts. Intermediaries have the ability to  conduct surveillance even from space. From this point of view, it is  very important that the entire border of Azerbaijan with both Armenia  and Artsakh is under control, "Kocharyan said.

The Deputy Minister stressed that, as a rule, the one who initiated  the provocation prepares and claims that it has been attacked. "The  fact that Azerbaijan has always opposed the introduction of control  mechanisms indicates that it is Baku that is the initiator of the  provocation," Kocharyan concluded.
